What is ESAC?

The Employer Services Assurance Corporation (ESAC) is the accreditation and financial assurance organization for the Professional Employer Organization (PEO) industry. ESAC provides independent verification of a PEO’s reliability.

ESAC is an independent, nonprofit corporation managed by a board of directors comprised of independent directors (including former regulators of the PEO industry), advisory directors and industry executives.

Accreditation through ESAC demonstrates a PEO's financial stability, ethical business conduct and adherence to operational standards and regulatory requirements.

ESAC Purpose:

Build integrity and trust and provide assurance for the PEO industry.

ESAC establishes standards for ethical conduct, professional competency, and financial and operational reliability.

ESAC provides a credible program of accreditation based on independent verification of standards compliance.

ESAC provides financial assurance and notification programs to assure the clients, employees and insurers of accredited PEOs and government agencies that accredited PEOs are in compliance with ESAC’s standards.

ESAC provides services to make PEO compliance with state and federal laws and regulations more time and cost efficient and reliable.

PEO Accreditation

ESAC's accreditation program verifies a PEO's ongoing financial stability, ethical business conduct and compliance, and adherence to operational standards, government regulations and important industry standards.

Financial Assurance

Similar to the FDIC for the banking industry, SIPC for the securities industry, and state insurance guaranty associations for the insurance industry, an accredited PEOs' performance of key employer responsibilities to their clients, worksite employees, insurers and regulatory authorities is backed by over $15 million of surety bonds held in a trust at a national bank.

Regulatory Compliance

ESAC offers accredited PEOs and state regulatory agencies access to its online compliance services. PEOs can quickly comply with state licensing requirements using data already submitted through ESAC's secure systems. State agencies can access required information authorized by the PEO through a secure portal.

2022		Nearly 73% of all PEO industry wages are paid by ESAC accredited PEOs.
2021		Nevada Office of the Labor Commissioner becomes the 27th state agency to approve use of ESAC's eMac service.
2014		ESAC's financial assurance program exceeds $15 million in coverage.
2012		ESAC launches new market-facing strategy with improved accredited PEO marketing services and sales training tools.
2008		ESAC's financial assurance program exceeds $10 million in coverage.
2006		ESAC's financial assurance program exceeds $5 million in coverage.
2003		Arkansas Insurance Department becomes first to approve use of ESAC's eMac service.
2001		ESAC regulatory surety bond program launched, with ESAC's surety carrier providing competitive rates to accredited PEOs with no additional underwriting/collateral.
2000		ESAC's financial assurance program launched, providing tangible protection to accredited PEO clients, worksite employees, insurers and taxing authorities.
1995		ESAC (originally IAPEO) established as an independent, non-profit national accreditation program for the PEO industry.
1992-1994		Launched strategic initiatives to raise the standards and professionalism of the PEO industry.
