Norman serves as CEO and Corporate Counsel for SWBC PEO Services where he oversees the division's day-to-day tasks and provides guidance on compliance issues, unemployment claims administration and client training. He is active with NAPEO, serving on its State Government Affairs Committee and Legal Advisory Council as well as past chair of its Board of Directors and Texas Leadership Council.

Prior to joining the PEO in 2002, he engaged in the private practice of law, and also served as a JAG officer in the USAF following law school. Norman received his Juris Doctorate from St. Mary's University in 1980 and his Bachelor of Arts degree from the Virginia Military Institute in 1977.
