Jay is currently the executive director of Central Arkansas Risk Management Association. Prior to joining CARMA, he served 10 years as ESAC's VP Government Affairs & General Counsel and 10 years as Deputy Commissioner and General Counsel for the Arkansas Insurance Department. He also served as general counsel, vice president, and secretary to the board of directors of a regional bank holding company based in central Arkansas. Jay holds an accounting degree from the University of Arkansas and is a graduate of the University of Arkansas School of Law. He is a member of the American, Arkansas and Pulaski County Bar Associations.
