Bob is founder and CEO of Robert C. Gross & Associates, a management leadership and government affairs company headquartered in Salt Lake City, Utah and is also "of counsel" with Mackey Price & Mecham. Previously he served as president/CEO of Blue Healthcare Bank, formed by the Blue Cross Blue Shield Association and thirty-two regional Blue Health Plans to serve members and employers. He worked as a senior attorney, specializing in government affairs, financial services, and general organizational compliance and governance, for the law firm Jones Waldo Holbrook & McDonough.
In 2004, Bob served as Senior Advisor in Baghdad to Coalition Provisional Authority Administrator Ambassador L. Paul Bremer and advised the Iraqi Ministry of Labor and Social Affairs. From 1996-2002, he was a member of Utah Governor Michael Leavitt's Cabinet and was founding Executive Director of the Utah Department of Workforce Services. He concurrently served as President of the National Association of State Workforce Agencies (NASWA, formerly ICESA). In 2002, he received the President's Award for his national leadership of workforce services, welfare, and unemployment insurance reform. Prior to his public service, he served as President and Executive Board Chair of First Interstate Bank of Utah, where he was Executive VP/Retail Banking and Senior VP/General Counsel and Corporate Secretary. Bob is an NACD Fellow and serves on the boards of Potash Ridge Corporation and the Utah State University College of Humanities and Social Services Development.
